Fixed 0.00 results for Betdaq version, i) if error occurs on any Betdaq API call then backoff is for 62 seconds.
ii) All API calls are now blocked for 62 seconds, prices, orders, market data, event data and account info.
If user click buttons no api calls will be made. The only time this won't work is if they user Reset All as this destroys the time measurement for the backoff.

assigning them as type int instead of double. When user has setting 0.10, it gets truncated to 0 as it's an
integer but when applied back to the control the minimum setting allowed is 0.01. It's now fixed.
2) Drop downs in Quick Select now will not reset to start. The issue was that changing selected items
fed other dropdowns causing a reset. This has now been delayed until the drop down is closed.
